In a landmark move toward institutional reform, Zimbabwe’s Parliament has officially adopted a comprehensive oversight framework developed under the guidance of SAPNAC. The framework is designed to enhance the legislature’s capacity to monitor government expenditures and prevent abuse of public funds.

Developed through collaborative workshops and policy consultations facilitated by SAPNAC, the framework introduces new guidelines for budget scrutiny, performance auditing, and procurement transparency. It also mandates quarterly reviews of major state-owned enterprises and increased participation of civil society in oversight processes.

“This is a huge step for parliamentary democracy in Zimbabwe,” said Hon. Edwin Mushoriwa, Chairperson of SAPNAC’s Monitoring & Evaluation Committee. “We are moving from reactive oversight to proactive accountability.”

SAPNAC is working with legislative staff to ensure full implementation and intends to replicate the framework in other member parliaments.
